9.00 -10.30: Introduction, Objectives of the IP, presentation of Program modules. Presentation of the case studies. The course will incorporate lectures but will also examine all themes through scenarios and simulation exercises based upon research, and through studying and preparing for situational and institutional transformations. Friday afternoon 14.30-17.00 General Thematic Module: EU governance on global emergencies:Effects of global emergencies to EU legal order [new instruments provided by the Lisbon Treaty to tackle global emergencies in the fields of terrorism, environment/natural disasters, and humanitarian aid] - The solidarity clause –art 222 TEU -The humanitarian aid and policy (214 TFEU) –Perrakis –

Global emergencies and division of competence between the EU and Member States:

The Eu competence on civil protection and coordination of member states (invite:  Florika FINK HOOIJER, Director for Strategy, Policy and International Cooperation (Directorate ECHO.A) in DG Humanitarian Aid and Civil Protection; former Head of Cabinet of Commissioner KristalinaGeorgieva

The EU’s external representation in international organizations and in multilateral Treaties dealing with emergencies:  To assess the problems that may affect the effectiveness of the EU’s or Member States’ action in tackling emergencies.

The EU’s added value to tackle emergencies: 

To what extent may the EU be considered a world leader in promoting international standards to tackle global emergencies? To what extent does the EU coordinate its efforts in dealing with emergencies with other international organizations?
